What the National ESOL Panel does

The role and remit of the National ESOL Panel encompasses:

The National Panel will:

gather data and advise key stakeholders on ESOL supply and demand:
- the Panel will identify the most reliable sources of comprehensive and accurate data on ESOL supply and demand across all sectors and regions and will arrange for data collection and analysis at regular intervals;
- the Panel will make relevant data available to the Scottish Government, the regional CLD partnerships and other interested stakeholders, and update them on a regular basis;

monitor implementation of the adult ESOL strategy for Scotland and developments in the rest of the UK:
- the Panel will set up, and monitor the progress of, short-life working groups to take forward specific tasks relating to, or arising from, the implementation of the strategy. Read further information about these working groups;

inform policy and developments:
- the Panel will produce an annual report to the Scottish Government on the supply, demand and quality of adult ESOL provision in Scotland, with an evaluation of progress towards achieving the aims of the ESOL strategy and recommendations for any further action necessary;
- the Panel will also provide ad hoc information and advice, on its own initiative and/or on request, to the Scottish Government and other ESOL stakeholders; and

coordinate existing or developing regional or sectorial strategies and provide strategic advice on direction to regional and representative bodies:
- the Panel will be responsible for the coordination of ESOL provision at the national level. The Panel will lead in promoting the regional and national coherence of 'local' strategies and in influencing the direction in which existing strategies are turned and new ones developed.

The National Panel will also:

National Panel Role 1 issue a quarterly e-newsletter to inform stakeholders of national and regional ESOL news, initiatives and developments;
National Panel Role 2 support and disseminate good practice:
- please see our teaching and learning materials databank for a range of useful resources, as well as links to other sources of information, advice and guidance for providers and students; and
National Panel Role 3 promote the benefits of ESOL learning:
- in particular, the Panel will seek ways to promote the benefits of ESOL effectively to employers;
- the Panel will also support regional CLD partnerships in negotiations with existing and potential partners to promote places on local ESOL courses as a way of reaching out to all potential ESOL learners.

The National Panel will also represent the views of ESOL practitioners, providers and learners in discussions with other stakeholders and organisations:
- the Panel will represent the Scottish ESOL community in discussions with other organisations in Scotland and in the rest of the UK about cross-cutting policy issues.
