National ESOL Panel Working Parties

 

Three working parties were established to support the work of the National ESOL Panel and take forward:

 

The Curriculum Framework Working Party was asked to:

• Develop a curriculum framework, stressing progression, which would be
  a) acceptable and useful to ESOL practitioners working in all sectors - college, CLD, voluntary and the workplace - throughout Scotland;
  b) relevant to ESOL learners who are from settled minority communities, refugees and asylum seekers, and migrant workers; and
• Connect this framework to the emerging ESOL awards framework from SQA/SCQF, as well as to wider UK and EU certification in the field.

Joanna McPake, Director of the Scottish Centre for Information on Language Teaching and Research, agreed to convene the Curriculum Framework Working Party.

The Professional Development Working Party was asked to:

• Place existing qualifications within wider FE, CLD and ALN staff development frameworks and consider where they might be placed within the SCQF;
• Identify gaps in existing ESOL and ESOL with literacies CPD qualifications and any need for additional professional development units or PDAs;
• Identify CPD needs of teaching, learning support, guidance and administrative support staff; and
• Indicate any desirable additional ESOL-related elements in relevant initial teacher/tutor qualifications.

John Landon agreed to take over as convenor of the Professional Development Working Party after Rhona Hodgart had to step down.

The Funding Principles Working Party was asked to:

• Establish current practice in respect of funding ESOL provision;
• Look at all relevant factors including:
  a) type, length and purpose of courses
  b) other available support
  c) learners and income
  d) providers e.g. partnerships
• Consider what happens in the rest of the UK and in other countries, to inform the guidance; and
• Develop guidance in the form of a statement of funding principles, which would:
  - be acceptable and useful to SG, funders and ESOL practitioners working in all sectors throughout Scotland

Morag Campbell from the Scottish Funding Council agreed to convene the Funding Principles Working Party.
